As "Tony DiNozzo," Michael Weatherly was a fan favorite on NCIS until his exit in 2016. In the course of the 13th season, the actor decided to turn his back on the series and devote his time to new projects.
The biggest outcome was the show Bull, in which he embodied the title character. Since the end of Bull, NCIS fans have been hoping for a return of "Tony DiNozzo." TVLine asked NCIS showrunner Steven D. Binder about it:

"Wouldn't that be great?" was Binder's first reaction to the comeback proposal. However, the actor had good reasons for leaving NCIS at the time.
"When [Michael] left NCIS, he said to me: 'I'm never going to do network television again.' He had just had a couple of kids and the hours are so long...", reveals the showrunner.

Then, however, 'Bull' fell into his hands and he worked "like a devil" again. "So I guess - let's forget about 'Tony DiNozzo' for a minute - Michael Weatherly is on vacation now. I've known him for a while and I think he needs to relax and go someplace tropical. [...] That's my guess.", according to Binder.
It seems like NCIS fans still shouldn't get their hopes up for a comeback though we never heard a definite no either.
