The Duke of York issued a public statement about two months ago in which he clearly stated that he is "willing to help any appropriate law enforcement agency with their investigations, if required.".
According to The New York Times, FBI agents and federal prosecutors in New York City reached out to Prince Andrew's lawyers and asked to interview him - and received no response at all.

Geoffrey S. Berman, the U.S. Attorney for the Southern District of New York, held a news conference outside the late Jeffrey Epstein's mansion yesterday and said that "to date, Prince Andrew has provided zero cooperation."

Berman also said that his office usually does not comment on an ongoing investigation but he found it "fair" to let the public know that the Duke of York had not kept the promise he made in late 2019 after stepping back from all royal duties. His impromptu hiatus from royal life came right after he gave a disastrous TV interview for the BBC.
The prosecutor also confirmed that his office would be looking at possible "conspirators" and added: "Jeffrey Epstein couldn't have done what he did without the assistance of others, and I can assure you that the investigation is moving forward."
